Maybe I am missing something on how it is decided who goes first in Arena... Is it random or does the "fastest toon" decide what team goes first?

If it is speed (which it should be) I'm confused why an opponents Biggs with a speed of 159 went before my TIE with a speed of 200 in Arena? What am I missing?
