Actually they're not. They put toons in shipments that should've been made farmable. They just finished their paid pact period. Shipments should not be considered a way to "farm". It's essentially an added ptp period of time
No they put toon that were in game before the release cadence was announced in the shipments, there is a difference.
Shipment is very farmable for f2p with good position, just as farmable as the gear farming everyone swears by.
