I'm not hiding behind anything, nor am I defending anything. I am speaking as a player who has been here from the beginning. The unfortunate fact is that there is no stated limitations to toon placement and any perception to this is just how things have "seemed" most likely due to the low number of marquee toons in game. The current situation is still within the explanation made for how platoons are working.
