Cannot make an in-game purchase of crystals

I recently came back to the game. Previously, I was on an iPad and had no issues. I created a new account on my PC, but for some reason, I'm unable to purchase crystals under the Store tab. I keep getting the following error:

Unable to proceed with this request as it is not in line with EA requirements. See ea.com/unable-to-connect for additional information.

I went to the AE site, and nothing there addressed the issue.

Does anyone have advice? Thanks.
