Captain Rex/Hera Unique

I don't know if it's just me, but I'm having an issue with Captain Rex and his speed. I have my sabine at 246 and my captain rex 240 and yet rex still seems to go ahead of sabine everytime ? I know he has speed built into his unique but with hera and her leader ability I assumed he spread that out with the rest of the phoenix crew. Is this a known issue or am I missing something completely, mindnumbingly, obvious ?

    So i tried it again and again and it's weird, if you go into any pve battle sabine will go first but if you try pvp (squad arena or Gac) rex goes first regardless of the order for both instances :/
