If I remember well, fleet store refreshes three times. IF RNGesus is with you and you get cuffs every time, that is 15/day. In two days that's 30... and you need to get 10 daily from sims...

You have 3 spots where cuffs can land ;).
And you have 15 cuffs per day by farming them with usual energy ;)
Not that I'm complaining, I have 75 right now and don't want to gear up anyone who needs it.
But as I've seen, the best scenario is it showing up twice a day, but normally it comes once in two days.
