Finding a guild with like-minded folk that match your playstyle is a tricky business. As an officer in a 700M GP guild, even up at that level you'll have different levels of game-engagement.
We have a ticket tracker that tags people in Discord 1hr before guild refresh. There are half a dozen or so members that are frequently tagged as sitting at 0/600, several times a month. Sure, most of them go on and get 600 before the hour is out, but not always.
Conversely, there's well over 30 members of the guild who have simply never ever been tagged by that bot because they will always get their 600 long before the guild refresh every single day.
A guild will often be described as "Casual" to entice new members, perhaps people that have left (or been removed from) a guild that has participation expectations that the guild-seeker wasn't able or prepared to meet. I think that's a risky game to play, myself, as a self-identifying "Casual" guild must anticipate that some members will not put in the same effort that others do.
