Caustic emissions data disk doesn't seem to be working

I have the blue one installed: 'enemy units gain two dots and burning for 2 turns at the start of their turn, which can't be resisted'.

I'm not seeing dots or burning effects at all, ever, on the enemy team. Whichever enemy team.
Am I missing something?

I have the disk equipped and are at 12/12 capacity.
