Except that there are ways around most of the feats with the new units at low gear.

The NS feat can be done with G12 MT, AV, Daka, Zombie... and G9 3* Merrin.
The Tuskens can be done with relic Uro, Raider, Shaman... and G9-11 Chieftain and Warrior.
The CJ and Cal kills can be done with the Massively OP disk or with JMLs granted ability... at G1 and 3* .

It is dependent on having older toons at high stars/gear levels, but doesn't actually require the new units at investment beyond what is easily possible at this point.

As for Hutt Cartel, there's newer shiny units CG wants people to invest in. Jabba is, what, 6 months old, it should come as no surprise that they're pushing other units for the feats. Considering the most recent marquees it's likely the next conquest season will need tuskens/momentum and UFU again too.
