Hi, before I start this, I just wanna say that I'm not the best at balancing things, so please feel free to leave criticism and ideas! This was really fun to write!
KIT REVEAL
UNIT NAME: CHANCELLOR PALPATINE
ALIGNMENT: NEUTRAL
CATEGORIES: LEADER, SUPPORT, GALACTIC REPUBLIC, SEPARATIST, BATTLE FOR NABOO
Key Attributes:
Introduces a second character with the Neutral Alignment.
Plug-And-Play Unit for both Galactic Republic and Separatist teams.
A tactical manipulator capable of adapting to his team composition and playing both sides to his advantage.
Inspiration:
For as useful as the currently existing versions of Palpatine are, none currently in-game utilise what made Palpatine so powerful: His ability to manipulate nearly any situation to his advantage.
Chancellor Palpatine’s synergy with Galactic Republic teams as well as Separatist teams is shown in his kit via special bonuses granted if certain allies are present.
Chancellor Palpatine also gains a unique appearance and unit name change when used with a Separatist team, with his ability art, names and effects also changing to reflect this.
His ability to play both sides at once is also utilised in his kit through additional bonuses depending on the the enemy's team composition.
Strategy Tips (Galactic Republic):
Utilise A Surprise To Be Sure to dispel debuffs on Galactic Republic allies and call them to assist multiple times.
Take advantage of I Love Democracy to grant Galactic Republic allies Emergency Powers to turn potential losses into absolute victories.
Use Interest In The Common Good to slow down enemies with No Confidence and grant Galactic Republic allies Turn Meter.
Strategy Tips (Separatist):
Utilise I Will Make It Legal to dispel buffs on enemies and call Separatist allies to assist multiple times.
Take advantage of Boundless Connections to deny enemies buffs and take them for himself.
Use Death of Liberty to grant himself and Separatist allies Thunderous Applause while spreading Doubt amongst enemies.

How would I acquire Chancellor Palpatine?
Chancellor Palpatine would be unlockable via a Legendary Event.
Would unlocking Chancellor Palpatine require any new characters?
No. No new characters would be required to unlock Chancellor Palpatine.
What Relic level would required to unlock Chancellor Palpatine?
Units would be required to be Relic Level 3 to be used to unlock Chancellor Palpatine.
No Sith tag?
No. While I did consider it, I felt that his kit was not suited for a Sith team. However, Count Dooku and Darth Maul will have unique synergy with Chancellor Palpatine when he is used with a Separatist team.

Basic - A Surprise To Be Sure (Zeta)
Final Text:
Dispel all debuffs on target ally and call them to assist once for each debuff dispelled this way, dealing 30% less damage. If target ally was Galactic Republic, dispel debuffs on all Galactic Republic allies equal to the amount of debuffs dispelled on target ally and call all allies to assist once for each debuff dispelled from them this way. If target enemy was Separatist, grant target ally Defence Up for 2 turns.
Special 1: I Love Democracy (Cooldown: 5, Zeta)
Final Text:
Grant all allies Max Health Up and 40% Bonus Protection (75% for Galactic Republic allies). If all allies are Galactic Republic and at least one ally does not have Protection, Chancellor Palpatine and one target Galactic Republic ally gain Emergency Powers for 3 turns, which cannot be dispelled, copied or prevented. If all enemies are Separatist, grant all allies Offense Up for 2 turns.
Emergency Powers: When this unit reaches 10% Health or lower, they gain Damage Immunity for 1 turn, which cannot be dispelled, copied or prevented. This unit then has all their cooldowns reset, gains Advantage for 2 turns and gains a bonus turn.
Special 2: Interest In The Common Good (Cooldown: 7, Omicron)
Final Text:
Inflict target enemy with No Confidence, which cannot be dispelled, resisted or evaded, until they are defeated, gain 3 stacks of No Confidence or until the end of the encounter. This ability begins on cooldown. For every 3 debuffs Chancellor Palpatine dispels with A Surprise To Be Sure, this ability’s cooldown is reduced by 1.
No Confidence: This unit is stunned for 1 turn, which can't be dispelled, evaded or resisted. When this unit reaches 3 stacks of No Confidence, they are instantly defeated (not including Galactic Legends). When this unit is a Galactic Legend, they lose all Turn Meter when inflicted with a stack of No Confidence, and take massive true damage upon reaching 3 stacks.
While in Raids: If an enemy is defeated by reaching 3 stacks of No Confidence, all allies heal to maximum Health and Protection, gain Max Health Up and 80% Bonus Protection, and gain 75% Turn Meter. This ability no longer begins on cooldown.
Unique 1: Guise of Democracy (Omicron)
Final Text:
At the start of the encounter, if all allies are Galactic Republic, Chancellor Palpatine’s Alignment is changed to Light Side. Whenever a Galactic Republic ally is called to assist, Chancellor Palpatine gains 5% Turn Meter (10% if that ally had Emergency Powers) and 10% Tenacity (stacking). Additionally, if all enemies are Separatist, Chancellor Palpatine gains 9 Speed every time a stack of No Confidence is inflicted.
While in Raids: Chancellor Palpatine gains Stealth whenever he or an ally loses Emergency Powers, and cannot be targeted until all allies are defeated.
Unique 2: Master Manipulator (Zeta)
Final Text:
At the start of the encounter, if all allies are Separatist, Chancellor Palpatine will have his appearance changed, his name will be changed to Lord Sidious and his Alignment is changed to Dark Side. Additionally, all of his abilities have their names and icons changed and their effects altered.

Final Text:
Galactic Republic allies gain +50% Maximum Health, Protection and Defense at the start of the encounter. Whenever a Galactic Republic ally takes damage, they gain 10% Offense (stacking) until the end of the encounter or Chancellor Palpatine is defeated. Galactic Republic allies gain 3% Turn Meter whenever they lose a buff or are inflicted with a debuff. While Chancellor Palpatine has Protection, he is immune to Stun.

Inflict all enemies with Vulnerable and Protection Disruption (which cannot be dispelled, resisted or evaded by Galactic Republic enemies). If all enemies are Galactic Republic, Lord Sidious and one target Separatist ally gain Advantage, and inflict target enemy with Buff Immunity for 2 turns, which cannot be dispelled, resisted it evaded. If all allies are Separatist, grant all allies Offense Up for 2 turns.
Special 2: Death of Liberty (Cooldown: 12, Omicron)
Final Text:
Grant all allies with a stack of Thunderous Applause until the end of the encounter, which cannot be dispelled, copied or prevented. For every 3 buffs Lord Sidious dispels with I Will Make It Legal, this ability’s cooldown is reduced by 1.
Thunderous Applause: +100% Offense, +100% Critical Chance, +100% Critical Damage and +75% Defense Penetration.
While in Raids: If Lord Sidious already had Thunderous Applause, inflict all enemies with Doubt for 2 turns, which cannot be dispelled, resisted or evaded.
Unique 1: Demise of Democracy (Omicron)
Final Text:
At the start of the encounter, if Count Dooku is an ally, Lord Sidious gains Stealth for 2 turns. Whenever a Separatist ally is called to assist, Lord Sidious gains 5% Turn Meter (10% if that ally had Thunderous Applause) and 10% Potency (stacking). Additionally, if all enemies are Galactic Republic, Lord Sidious gains 3 Speed every time an ally is called to assist. If Darth Maul is an ally, he gains the Separatist tag, Lord Sidious gains the effects of Power of Hatred, and Darth Maul will be called to assist one additional time whenever I Will Make It Legal is used.
While in Raids: Lord Sidious gains Foresight whenever he or an ally are inflicted with Daze. If Darth Maul or Count Dooku are allies, they are called to assist when Lord Sidious uses an ability.
LEADER: The Phantom Menace (Zeta)
Final Text:
