Character Power calculations

Question

Hello there,I am wondering what is the reason behind the decision that Character Power is independant on what mods are put on a character? Meaning for example - high potency mods could give more power points to characters with debuff-placing skills, crit chance/damage mods could give more power to characters taking advantage of crits etc. This could give us character power numbers reflecting more accurately the actual power of the character.I assume there might be something I am not seeing here?

That would complicate the calculations alot, and some could also see that as a "goal" when many characters have situational specific modding that wouldnt equal more power in the setup you propose.  That could be confusing to players.
