Captain Panaka Character Kit Concept

Inspiration:
- Captain Panaka, throughout his appearances in 'Star Wars- Episode I: The Phantom Menace', is the head of the Naboo Security Forces and Queen Amidala's top bodyguard, so his kit leans into a mix of both Offense and Defense, as well as having strong synergy with Queen Amidala.
- Inflicting Deathmark on the enemy leader is a reference to him and the Queen going after Viceroy Nute Gunray during the Battle of Naboo

Unit Name: Captain Panaka
Relic Amplifier: S-5 Heavy Blaster Pistol
Affiliation: Light Side, Tank
Tags: Galactic Republic, Royal Naboo

Attacks and Abilities

Basic: Royal Defense
Deal physical damage to target enemy and grant all Galactic Republic and Royal Naboo allies 20% Health Up for 1 turn. If the ally in the Leader slot is Queen Amidala, all allies gain 20% Protection Up for 2 turns as well.

Special 1: Tactical Formation (Cooldown: 3)
Dispel all debuffs from all Galactic Republic and Royal Naboo allies, and then grant 40% Protection Up and Retribution to all Galactic Republic and Royal Naboo allies for 2 turns.

Special 2: Strategic Strike (Cooldown: 3)
Inflict Marked on target enemy for 2 turns which cannot be Resisted or Dispelled. If the target enemy is in the Leader slot and ally in the Leader slot is Queen Amidala, inflict Deathmark instead on target enemy for 1 turn, which cannot be resisted or dispelled.

Unique: Head of Security
All Galactic Republic and Royal Naboo allies gain 20% Max Health, Defense, and Tenacity. If Queen Amidala is present, at the beginning of her and Captain Panaka’s turns, they’ll Dispel all Debuffs from themselves. If the ally in the Leader slot is Queen Amidala, at the start of encounter, all allies gain Perfect Defense for 2 turns, and Captain Panaka takes a bonus turn.

Perfect Defense: +200% Defense; resist detrimental effects; immune to Defense Up and Tenacity Up

While in Territory Battles and if all allies are Royal Naboo: Whenever an ally uses any ability, all allies gain +10% Max Health, Max Protection, Defense, Tenacity, and Offense (stacking) until the end of the encounter.

The following characters will also receive the Royal Naboo tag:
- Queen Amidala
- Master Qui-Gon
- Padawan Obi-Wan

    Awesome kit. I will say I can see him being another lead if they added various other Naboo forces, like pilot, and guard. But also the named ones like Ric Oli (Pilot talking to Anakin on the way to Coruscant.) In addition a few named characters from the battle for Naboo game and Star wars Starfighter. Captain Sykes.

    His Omicron can help in the later phases of RotE; because every time either he or Queen Amidala use their basics, depending on how tough the enemy is, the ally team will become much harder to take down, as the +10% stacks with no capacity

    Hmmmm not a support. Panaka has to be a tank. He was a guard, his job was to throw his body in front of blaster bolts for Padme.

    It should be, as soon as the decoy goes down he gains taunt for 1 turn

    Sabe is already in the game as the decoy, sure its not a character but as a summoned unit. 

    An actual tank character would be chief of security Captain Panaka

    Not a bad kit for a tank character to be honest. I quite like the kit. However, both Queen Amidala and Master Qui-Gon already can grant both Defense Up and Tenacity Up to all allies quite regularly. So I feel like those status effects won't add much to the team. Thou for the same reason, I think Perfect Defense could be a good status effect for them. So allowing him to grant that to Royal Naboo allies when they already have Defense Up and Tenacity Up could be a good update.

    Also, Death Trooper can inflict Deathmark for 2 turns on a 3 turn cooldown. I think given the more strict restriction that's also fine here.
