Pretty much all non-legendary characters are going to be marquee and follow the cadence, unless there's a specific reason to do otherwise I think (like Starck being straight to a store because he was already needed for DSTB). The hope is that once they get placed in farmable locations, that some of those locations include these shops. But the hope for that lies with Matt and FOSFTP right now, not with FOE.
