Characters of Conquest in weekly shipment

I took this screenshot 2 months ago and they haven't appeared there since. Does anyone know how often they appear there? I didn't find any information. Or maybe someone knows how often Malgus and his ship appear in store?

Please don't write that conquest characters can be obtained in conquest shipment or proving grounds.
