Cheated/Bugged mod?

As the title says, while inspecting a player I saw this mod on that player's Canderous Ordo:


Such mods are (or at least should be) impossible to obtain. The square mod always has offense % as primary, excluding it from having offense % as secondary. I've checked all my own mods, all the mods of my guildies and shard mates and didn't find a single one of that kind. Anyone know how this is possible? I'm sure this is either cheated or a bug. Does anyone else have such a mod?

    Edit: it's in German, so sorry for that. "Angriff" means "offense" just for clarification.

    Interesting. I have tons with offense secondary but not a single one with offense %

    Yeah they normally shouldn't exist. Yet this player has one. I'm just wondering how and why. And whether it was the player's doing or CG's fault.

    AFAIK old mods from the first time they were released didn't have the constraint of secondaries not being able to be same as primaries.

    Mods are stored on server side, the cap of total mods is due to this reason, and would mean to hack the server which is still not know if it can or has been done

    What surprises me is the amount of %offense... 2.8 for 2 %offense hits at 6e.. Is high

    I have a mod like this as well, it is very old (playing for 3 years or so) they were common when the secondaries were not static. also @DarjeloSalas @Vice_torn its not high at all. A slice from 5 to 6 with offense is an increase of 202% .. so that means that it would only need to be a base of .94% which are a dime a dozen.
