It's one of those survey questions intentionally written to get a certain response. In this case get people to say "yes" because they mistake getting better rewards by technicality as actually better rewards.
Namely we all technically earn better rewards than before because we can do higher tiers in a reasonable time frame. But if we considered rewards relative to time invested in str the answer is obviously "no" because you invest way less time in hpit/haat than str for loot drawn from the same tables. The question explicitly directs us not to consider the reward to time ratio for that reason.
