I think it's just confusing for that one. You receive two sets of character shards, and two sets of ship blueprints or mats. You can get up to 10 character shards if you roll the same character twice, and likewise for the ships stuff. But if you get the ship mats, that takes the place of one set of blueprints.
At least that's the pattern I've been seeing.
