can android users buy the packs, even without access to the event? ewok elder and 440 crystals for $4.99 is a steal.

It is the best pack in terms of value for a small cost they have put out except for the $5 Dooku starter pack.. and those are meant to get new players hooked so are deliberately cheap. Ewok Elder is also very hard to farm. And he's practically free in this pack.
Literally for months I and others have been begging CG/EA management to put out cheaper packs to appeal to F2Pers who balk at the $50 ones. They finally do.. and lock out half the userbase.
Bizarre.
ETA: The shard payouts for already-unlocked characters by star level: 7, 15, 25, 32.
