I think that is where the huge power drop off came from.

Ventress is one of my strongest toons (8251) and has no mods currently.
I added a full set of 5dot mods to get and her power jumped to a whopping 8325.

I'm wondering if this is WAI because they had adjusted power levels before to better reflect the improved stats with mods.
