I myself just need OB half way to five stars so don't think I'll make it. Been farming him since it was announced with as many refills I can do.
I wouldn't term this a legendary event for one reason: during the podcast, they kept saying epic. Due to needing a legendary toon, I think epic best describes this. As to when it'll be back, no clue. CG does things in their timeframe, so it could be as early as November (anniversary of game). Or December (next Star Wars movie). Or next august.
