The individual toon packs are limited to one purchase of each. Something you probably know. At 27 and 30/100 you will still need them both to 50/100, don't want to see you put all currency in to one of them and be left 10 shards short on the other and be unable to buy another guaranteed pack.
I only put in money to get things I think are worth it and I have no doubt CLS is one, better than waiting another 4 months too.
