Should i be able to unlock marquee event tiers for gungans?

Hi all

First time around with gungans i only did tier 1 of their marquee events but i now have them collected and fully promoted. With their marquee events returning I was wondering whether i would be able to access the higher tiers now but this doesnt seem to be the case.

Just checking that this is by design not a bug?

    good question. I didn't purchase their marquee, but they come up everytime like I can play it. But I can't. So why am I seeing it? Just lock it or something. I'm not sure how one can play it after the marquee ended. Is it tied to that only? If so, please remove it from my sight as I can't do the event going forward.
