Even in full clone squads, he is a significant downgrade from a dozen other non clone toons. He was farmed expressly for use in 5 clones and 4 clones +1 teams. The damage penalty makes 212th softer than rey's big hit, and he rarely lives to go again... even if leading. This is with him speed modded and everyone else crit chance modded.
Starting point for fix:
Change %def per clone to standalone unique, not requiring lead. Increase speed by 20, health by 3000. Reduce damage penalty on 212th by 10 and make omega on that ability to give 2 turns advantage to every assist that fails to crit.
Bonus suggestion: give him a passive assist like Cody's
Main point: p2p players want to be able to enjoy playing their favorite characters without having to take a big hit in success to do so. He should be turned well enough not to have to warm the bench
