In-game it specifically says that the chosen character ability "You have no power" will be increased from 6 to 7. Even if it DID say that Zetas are not included, that is not enough - It still says you will get that ability to level 7, when it should say 6. It's a bait and switch, likely due to incompetence rather than malice.
It would be reasonable to offer compensation to anyone affected by it and to fix the misinformation screen asap. Unlikely, but reasonable.
Imagine complaining about free LST that doesn't say *includes zeta levels
It says upgrade abilities to level 7, but if level 7 is a zeta and LST doesn't include zetas, common sense would say it will stop at level 6
