Complete 3 era feats twice?

Well, with Luke at L23 and IG-90 at L23 I can complete 2 era feats.  That plus the previous Luke feat finishes off Chapter 2. But I am now blocked from Completing Chapter 4, which ends in 6 days.  So, unless they provide extra Tier 1 or Tier 2 feats I  and many others are blocked.
