No, they have a point - when half of the feats are stuck behind mechanics requiring the newest marquees, only the whales and dolphins who get them to relics are going to have a viable chance of completing these feats.
As a F2P player, I’m doing alright in conquest without needing to focus on the marquee exclusive feats, but I’m on normal mode. And I think even gold box will be a struggle. You and OP both have points, as it’s becoming increasingly more difficult to obtain rewards but a newer player shouldn’t expect the same rewards as the whales either.
That's not strictly true that only whales and dolphins can get them to relics, I've got most of them at 7* Relic or G12 or close by investing in the crystal packs before each marquee because I saved crystals and it hasn't cost me a penny beyond the reasonable priced passes which get me 20 extra shards (which if I didn't wouldn't delay me by much). I'll most likely be a couple of months behind those who spend to get them fully up and running, but that's fine. I'm a 12.3m account so OP with a fraction of that should not expect to be able to get these characters, or should they be concerned that they can't.
It was once like this with the original raids- new players like myself quite simply couldn't access the better rewards in some raids as we didn't have the roster. OP needs to realise that there are raids where he can compete and get rewards that will help them grow their level of account as really the mk3 tokens he is missing out on are going to be virtually useless for such an early game account.
Rather than moan the OP (who is clearly in the early game) should be focusing on core teams that get various resource streams up and running and working towards a ship that gets daily crystal income from fleet, not complaining that end game characters aren't easily obtainable. Even if OP could farm these new characters normally the Mk3 tokens are less useful in the early game compared to getting rewards from things such as Assault Battles etc.
Point is this is end game content- that's why I mentioned that it took me 6 years to get to this point, one day OP will but it either takes time, or if you want to accelerate your progress then yes it takes money. I might be a little harsh on OP but it'll be better for them to take on board not to get hung up on new stuff and check out the various f2p guides so they can really start progressing.
Regarding the conquest Marquee feats- they can be attained with low gear / low star units or 34 cards skipped, as with every conquest creators quickly come out with guides how to cheese these feats.
