This change was most likely intentional, and they will probably never tell us one way or another.
Problem is the difficulty of hard should never be adjusted. If they want to make it harder, make a new tier with added rewards.
The goal post shouldn't move with something like this. Moving them just increases the time for new players to get where current players are. That is not a good outlook.
