If you haven't seen Zealous Ambition, I'd just consider that really bad RNG - they're not uncommon. You may need to focus on a different strategy - though admittedly, that's unfortunate as it would set you up for a more difficult time in this conquest.
Disk RNG is (in my opinion) the least appealing aspect of conquest. Hopefully you've still got a couple of sectors to go so more opportunities for it to drop.

Yeah, definitely - on both counts. Sorry it hasn't come up for you. On a related note, I haven't found a VV disk, which I usually grab every time. It doesn't seem to be hurting me to not have it this time through but it's a really handy disk and kind of a bummer that I didn't get one this time.
