Conquest hard mode difference - characters doing less damage

Seems like our characters are doing far less damage than they should in Conquest hard mode. I even loaded up with things like stacking fervor, booming voice, perseverance. Still wet noodle. I must've missed some change? 14+M account. All the stuff at high relics. This is weird. It's occurring on the first two sectors too so once it gets to sector 5... ooof.

    Is that relic delta bulls*it active in ChoreQuest?

    The first 2? sectors have had an increase in relic levels, right?  Whereas, sectors 4 & 5 have had a decrease.  

    Wouldn't this mean that you would do less damage in sectors 1 & 2?

    They adjusted relic levels and modifiers in anticipation or relic delta being active, then couldn't figure out how to make it work without high relic characters killing someone instantly (on both sides) so left out the delta but left in the modifiers. So once you get a few good disks you're wrecking them as usual, but rolling out relic delta across the entire game proved much more complicated and finnicky than CG predicted. Surprise, surprise...
    So yeah, you're hitting with pool noodles even in sector 1 without disks, it's most noticable with Han who normally hits like a truck and most people are using to get kills with
