I think having TB viability is fair. However, a raid is temporary and......I don't think Order 66 has too long left. If you rate a character based on their raid viability it won't be relevant in 3....4 months time. So, although they're both big punchers; I deliberately disregarded T&BL's & SM33's current raid hard bum smackyness.
