Contraband Cargo reward structure does not make sense

Has CG ever explained the reward structure logic for Contraband Cargo's top two tiers? Why are ship shards excluded from the top tier, specifically? As discussed in other threads it makes the penult...

I'd comment on this but seeing as it's the ONLY viable albeit quick and boring SHIP PVE content in the whole game right now besides the farming table which does not count........ we dont' want it being removed lol
