Which are? I pet hate is characters that look like each other - CAT & Fulcrum for example. I hope these helmeted fellows have a bit of individuality.

New Journey Guides are the culmination of an Era. So, they'd need an Era of marquee characters to culminate in his Journey Guide. It would have been a great idea before they released the New Batch. Sadly, that ship has sailed.
I also think there's a budget. Hemlock - expensive. Green rabbits - as cheap as chips.

Great series, didn't end up as I expected though.
I imagine they were gonna add him as the Legendary for the Bad Batch Era based on the whole Bad Batch Season 3 theming and iirc there was actually something scrapped that Era. I imagine they get back to him whenever they add those other DS Clones or whenever another Bad Batch Era comes, but that’s probably not for a decent bit
