Certainly because Maul sucks as a toon in this game, he really does.

I don't know about armour (as Opress has a ton of protection and health already) but maybe chance to increase turn meter or increased speed with Maul present??

Ooh. Sybiosis! Maul could have the same TM gain that Savage does when he gets hit or something. What if either one of them got attacked the other would also counter? There is something there for sure.
