Stunned? Can you rephrase it all so we can understand what you feel you're finding?

If I'm reading you right , I have not seen Nilly block enemy specials in GW anymore then the cooldown he gives.

Yes. Had a vader use force choke the very next turn after seeing cooldowns increased pop up over him.

Unfortunately, unless there is video evidence then this will go nowhere. I have not seen this happen at all. Are you absolutely sure you saw cool downs increased about that particular character?

So I use Drain Force with DN, enemy characters get their cooldowns increased(so on the affected targets next turn they shouldn't be using them special abilities) and on their next turn EP for example uses his stun when he shouldn't be because his ability should be on cooldown because of Drain Force.

I've seen it a couple times now after a shard mate brought it to my attention. Specifically EP and his stun.

I usually can't tell who has had their cooldowns increased and who hasn't. I've certainly see debuffed enemies use skills after drain force. I've always assumed they resisted it.

Chance of increase being evaded / resisted?

There is a bug with EP lead and Nilly under him. Nilly does not gain health from creating debuffs at the beginning of his turn. It's being investigated by CG currently.

This ^! I often see some don't have their cooldowns increased ( not flashing up above the toon). I usually can see it with the blink of an eye, and often on videoing so I go back and verify.

I've seen it where it says "Cooldown Increased" (while EP is in a Zaul team) and when EP goes next he uses his stun.
