Darth Nihilus GW cooldown - Developer question

Why does Darth Nihilis's cooldown reset after each battle? Particularly for his annihilate ability. Even if it is supposed to start off at cooldown for the war it shouldn't reset after each battle. It...

They are probably waiting to give that ability to a LS toon. Because, then it would not be too powerful.
