Darth Nihilus GW cooldown - Developer question

Why does Darth Nihilis's cooldown reset after each battle? Particularly for his annihilate ability. Even if it is supposed to start off at cooldown for the war it shouldn't reset after each battle. It...

And yet having your Resistance team set up so that they can nullify OG Han and not let the opposing team have a turn is perfectly legit.
