Give him a unique with a 10% chance to reflect blaster shots back at whoever fired. Give him a little spice, keeps true to his nature, and wouldn't make him absurdly overpowered. (Lookin at you Chaze)
While making Culling blade a 100% crit would be nice, I feel like 100% crit would need to have some kind of situational requirement. Like maybe whenever the Emperor loses protection (or maybe goes under 50% hp) Culling Blade's cooldown is reset and will automatically crit on its next use.
