If the counter happened in the same turn as the daze was applied, this isn't a bug.
For example, Death Trooper two taps on a basic with a 70% chance to inflict daze each time. However, if the first attack doesn't land a daze but the second does, the enemy can still counter, but daze will then take effect after the turn.
It depends whether the ability states damage first, then daze, or not. The above example is what happens when the ability states "deal damage WITH a chance to apply daze." But units like Scout Trooper who inflict Daze and then call an ally to assist don't need to worry about a counterattack.
TLDR; are you applying daze before or after damage is dealt?
