Its means he lands a dot on a crit from 88 lead. His basic lets him double tap if the target is rebel. If the target doesn't have daze, the first hit applies daze (and dot if crit) for up to 40% tm from 2 debuffs. The 2nd hit applies daze and stun and a potential dot for 60% tm. 100% turn meter.
With high potency, he does the same thing. I've done this in GW without an IG-88 Lead.
