Debuff block, not Tenacity up

But Potency Up doesn't cancel out Tenacity Up. Tenacity Up is more common, and easier to reapply and is almost always in characters who already have great skills besides that. Potency Up is given to the whole team by 1 person (Kit Fisto), given to specific people by 1 person (Cassian) and given to themselves by one person (Tarkin w/ his rework). Potency up is on an extremely weak Jedi, a very limited unique ability of a Rebel and on a special ability of an Empire character, but he only gives it to himself. It's so useless there isn't even a Potency Down debuff to combat it.

Potency Up being able to counter tenacity up (and making Potency Down a thing) would give a new way to work around Tenacity Up without changing Tenacity Up. It would require Tenacity Up teams to bring a dispeller... Oh but they already have one! Baze! See, it would just require you to actually use an ability to contain enemy buffs (which you already do), just with a little more strategy than before. Potency Down should effectively cancel out Potency Up the same way Tenacity Down cancels out Tenacity Up (Except theres no minimum Potency level so it would actually be able to go to 0% Potency if Potency up wasn't present).
