Debuff block, not Tenacity up

We already have a Buff Block. Why not just change the Tenacity Up (which it's not) and call it Debuff BLock? Or, give us a potency up to counter it

Ten Up/Down modifies stats by 99900%

And here lies the problem. Tenacity Up gives 100% resistance, Tenacity Down is not inverse to Tenacity Up.
Tenacity Up needs to cap at 85% chance to resist.

Tenacity down (-999900%) is exactly the inverse of tenacity up (+999900%) and tenacity down CANNOT be resisted. So any hero who applies ten down can apply it through ten up and they cancel each other out.
