Debuff block, not Tenacity up
We already have a Buff Block. Why not just change the Tenacity Up (which it's not) and call it Debuff BLock? Or, give us a potency up to counter it

Except that Tenacity has a hardwired base 15% chance to resist, even with Tenacity Down. Tenacity Up though does not have a 15% chance to let debuffs slip through, which is where the problem lies and means they are not proper inverses.
