Considering there is real money involved, probably never become an option to delete an account linked to an email.
A guest account, I think if you uninstall the game and reinstall the guest account is reset, but I could be wrong about that.
It does not work. I have tried that before. Well they will never get real money from me. Also, it makes no sense to not allow people a way to delete accounts they are tired of playing on. It will not help them make any more money. It is bad enough some of the things they have done have taken much of the fun out of the game. They have lost hundreds of players in the last few months, if not more. I have heard of almost entire guilds giving up playing. One of our newer members came from a guild were all but two members stopped playing.
No not you but someone who has spent $$ could have their account accidentally deleted or they could delete it by accident. That would open a can of worms legally speaking.
That literally has nothing to do with not being able to delete the game.

what difference does it make whether or not accounts that aren't played on get deleted or not?
Maybe none to you, but it does to me. I would not want someone, somehow using it. There are also other factors involved in why I would rather delete the alternate accounts.
No one can fo anything with an account in game without your email and login. I would be more worried about someone with information, but that's just me.
There are ways to make it hard to accidentally delete an account, and yet make it possible for those who wish to do so. A multi-step deletion process is a good example. The only reason I see for them not wanting to create a way for people to delete accounts is so they can lie and pad the numbers of how many people play the game. And deleting the game would be an option except for the fact that I want to continue playing on my main account. Just not loving the game enough to play multiple accounts anymore. Ship combats are no longer fun. And the str is a pain, especially for those of use without RJT. But the real kicker is the lack of respect for f2p players.
Any option to delete no matter how many steps can lead to issues regarding refunds if claims are made that it was accidentally deleted or deleted by someone else.
As far as I know all games are based in downloads for rating purposes, so there is no need to worry about padding the numbers. I think you would be hard pressed to find a game that allows you to delete your account on their end or the connection to your email once applied. Obviously you can log out but its doesnt go away.
There are many examples of things that have been done to keep an even playing field, i.e. - a good PO of crystals in arena, reworks of commonly owned toons, fairly accessible heros, all toons granted to everyone upon release, and the ships rework still allows the previous meta to be useful without too much change. But you can't please everyone and the game will always be a grind and there is only one way to make things go quicker.
