Dengar Tenacity Down

I know there's a couple of threads out there about dengar's tenacity down but with the wording of the debuff changing several times now I'm not sure what to believe.
So here's my question: does dengar's tenacity down bring anyone's tenacity to 0, including the rancor? I know there's still a 15% built-in chance of resisting anyways even if you have 0 tenacity, but excluding that does it bring your tenacity to 0 or does it just reduce it by a certain number?

    Alright thank you for your answer. So versus the rancor all my other toons don't need any potency at all if I understand correctly? :)

    Correct, add speed instead, and Crit chance on Dengar to get the tenacity down to stick

  • or use phasma to give advantage, or hit the rancor while toppled to guarantee a crit.
