I was able to solo P1 and P2 and do a total of 5.5 million with dengar completely f2p. I used teebo, EE, scout, qgj, dengar. I definitely got good luck on that attempt because my prior best with Dengar in my squad was 2.5 million. The key to the success of soloing the raid would be speed, speed, and more speed (my opinion). Once you get to the rancor, you need to have as many chances to reduce TM as possible. I can't recall the speeds of my characters off hand, but they have a lot of room to get faster (I think my scout only has + 12 speed). I truly believe it is possible to solo the raid with this setup if all the toons are fast enough. Rex (which I don't have) does not have to rely on rng quite as much as scout, thus he is the better choice if you have some disposable income to spend.
