This is entirely in the eye of the beholder. I'm assuming your "twice as good" rating is because it gives out zeta and omega. However, the amount of guild event currency and gear is not nearly coming anywhere close to the rewards from TB. I would say that they give out different rewards. Because of the zetas and omegas, it's hard to say which is better.
