DN Annihilate in GW

There seem to be a glitch, each new node I use him on his Annihilate keeps restarting to 8 even though I am able to get it down to 2-6 turns left. Anyway this can be corrected for GW?

I can never use Anihilate even in GW, this ridiculous Cooldown refresh on Galactic War renders Nihilus useless
