Do Gear Challenges go passed Tier 2?

Regarding the Challenges Table.

I am able to get Gold, Training and Skill bot challenges to Tier 5.
However the AGI, STR and INT gear challenges seem stuck at Tier 2.
The gear from these challenges is useless for my current level.

Is this a bug or the expected behavior?
