Does anyone know what the details of the health down debuff are?

I've got general grievous who can apply the debuff 'health down', the description is self explanatory but does anyone know how it actually works? Does it apply like 10% max health down? Does the hea...

Does this 10% decrease apply to the protection a character has as well? Or is it only to hp?
