Because it's exactly the same character. It doesn't make any sense for the dark and light versions of the exact same character, with the same number of zetas, unlocking at the same star level, to have two different journey difficulties.
To be fair, we did have longer to prepare, and already had HK for a long time. I could understand it being harder. (not that I'm close to being ready because I'm a slacker).
Although I personally doubt the pve part is reason for delay. Would guess its for arena balancing.
